In the southwest of Dhamar province, a flood swept away a car, and its driver and four passengers were killed.
Both Sana'a and Dhamar are controlled by Iran-backed Houthi rebels who have been fighting a Saudi-led coalition since 2014.
Rajih Baqirat, governor of Al-Mahra, has also announced that 4 people died and 2 people were missing due to floods caused by heavy rains.
Cyclone Makuno last Friday affected Al Muhra and caused heavy damage to the infrastructure system.
The heavy rain that started after the tornado caused flooding in the area.
Cyclone Makuno, along with Socotra Island and the cities of Mohra, Shabwa, Hadramout, Abin, and Aden, also affected the southern regions of Oman and caused financial and human losses.
